Rodney Carroll, after a twenty-two-year career at United Parcel Services (UPS), was appointed in December 2000 the president and CEO of the Welfare to Work Partnership. Raised in poverty in North Philadelphia, he began his UPS career as a part-time worker and won promotions to supervisor of more than 250 employees. In 1998, he began serving as vice president for outreach of the Welfare to Work Partnership. In August 1999, he co-moderated a Town Hall meeting on welfare reform with then-President Clinton. The Congressional Black Caucus awarded him its Mickey Leland Humanitarian Award. In May 2002, he published, with Gary Karton, No Free Lunch, illustrating the realities of life on welfare and the challenges faced by Americans who want to reclaim their independence through work.
